WEBINAR: Technology Based Learning (TBL) Grants - Prospective Applicant Orientation
The Employment and Training Administration's (ETA) Office of Policy Development and Research (OPDR) staff, in conjunction with other ETA key personnel, will conduct an orientation for prospective applicants of the Technology-Based Learning Initiative grant. The 90-minute Webinar will be held at 12:00pm/MT on July 29, 2008. ETA recently announced the availability of approximately $10 million in grant funds under the TBL Initiative. The competitive grant opportunity has been designed to help workers quickly acquire the training and skills they need to be successful in today's global economy, particularly in high-growth/high-demand occupations. The Webinar will provide background information on the grant opportunity, describe the application submission requirements, outline the process that eligible entities must use to apply for funds covered by this solicitation, and details how grantees will be selected. CONGRATULATIONS: Pueblo Community College U.S. Department of Labor Grant
The U.S. Department of Labor has awarded Pueblo Community College a nearly $2 million, three-year grant to help meet an acute regional need for skilled employees in the advanced manufacturing industry. Training will impact production, maintenance and support staff for the existing manufacturing sectors in Southern Colorado. With the help of several regional partners, PCC, along with the Pueblo Workforce Center and the Pikes Peak Workforce Centers, will develop and deliver job-readiness training and technical competencies to students as well as new and existing employees to prepare them to enter this field. YOUTH RESOURCE: KnowHow2Go
Young people in all socio-economic groups have college aspirations. In fact, eight out of 10 expect to attain a bachelor’s degree or higher, according to the U.S. Department of Education. In order to turn college dreams into action-oriented goals, the American Council on Education, Lumina Foundation for Education and the Ad Council launched the KnowHow2GO campaign in January 2007. The multiyear, multimedia effort includes television, radio and outdoor public service advertisements (PSAs) that use humor to encourage 8th through 10th graders to prepare for college. COLLABORATION: Community Colleges and One-Stop Centers Collaborate to Meet 21st Century Workforce Needs
In the future, businesses will demand workers with higher-level skills and more education. Community colleges are key providers of career and technical training as well as traditional academic education. Colleges can also play important roles in the one-stop system created by the Workforce Investment Act (WIA), through which a variety of federally funded employment and training programs provide services. Given the importance of community colleges to workforce development, the Government Accountability Office (GAO) was asked to examine (1) how community colleges meet the workforce training needs of their communities; (2) what community colleges do to integrate with the nation’s one-stop system; (3) the conditions or practices that enhance or impede these efforts; and (4) the actions the Departments of Labor and Education have taken to encourage linkages between community colleges and the workforce investment system, including one-stops. HEALTHCARE: MedBiquitous Releases Healthcare LOM Standard
A new MedBiquitous/American National Standard will help healthcare education organizations make the most of their content and connect to the broader community of healthcare educators. Healthcare Learning Object Metadata (Healthcare LOM) provides a standard way to describe healthcare learning activities and resources, making them easier to catalogue and find. With improved access to the learning resources, education developers can reuse learning content when appropriate, thereby avoiding duplicative efforts and saving money while increasing the organization’s educational offerings. Learners can search across repositories to find the content that best fits their needs. In addition, educators can use search-based feeds of resources to integrate content into innovative educational offerings, or offer the searches as the basis of point-of-care learning that answers clinical questions at the point of need. IMPORTANT RESEARCH: GAO Examines Employment & Training Program Grants
Since 2001, the U.S. Department of Labor (DOL) has spent nearly $900 million on three workforce employment and training grant initiatives: High Growth Job Training Initiative (High Growth), Community-Based Job Training Initiative (Community Based), and the Workforce Innovation in Regional Economic Development (WIRED). The Government Accountability Office (GAO) was asked to examine (1) the intent of the grant initiatives and the extent to which DOL will be able to assess their effects, (2) the extent to which the process used competition, was adequately documented, and included key players, and (3) what DOL is doing to monitor individual grantee compliance with grant requirements. GAO recommends that DOL take steps to ensure that it can evaluate the initiatives’ impact, document compliance with statutory program requirements for noncompetitive grant awards, and develop and implement a risk-based monitoring approach for WIRED grants. INTERACTIVE VIDEO Shares Results of Science Education Study
An interactive video has been created to share the results of the Factors Influencing College Science Success (FICSS) project. The project was designed to identify measurable factors in high school science classes that predict different levels of achievement in introductory college science courses. The video invites the user to predict answers to questions examined in the research. FICSS participants included nearly 18,000 students and their professors at randomly selected colleges and universities across the United States; about 2,000 additional randomly chosen college professors; about 1,000 of the students’ previous high school teachers; and another 3,000 or so randomly chosen high school teachers. The video was produced by the Science Education Department (SED) of the Harvard-Smithsonian Center for Astrophysics and funded by the National Science Foundation (NSF). KUDOS: Colorado Teachers Receive National Award
Teachers who bring excellent teaching in math and science to their classrooms are being honored by President Bush as winners of the 2007 Presidential Award for Excellence in Mathematics and Science Teaching (PAEMST). Each winner receives a $10,000 award from the National Science Foundation (NSF), as well as a trip for two to Washington, D.C. for a week of celebratory events and professional development activities. Anna Holm of South High School and Cheryl Mosier from Columbine High School are among the 99 awardees. Congratulations to the Colorado winners!

CLUSTERS & COMPETITIVENESS: A New Federal Role for Stimulating Regional Economies
A policy brief from the Brookings Institution addresses the federal government’s role in stimulating the growth of cluster initiatives and addressing barriers that limit cluster development and growth. Regional industry clusters—geographic concentrations of interconnected firms and supporting organizations—represent a potent source of productivity at a moment of national vulnerability to global economic competition. For that reason, the federal government should establish an industry clusters program that stimulates the collaborative interactions of firms and supporting organizations in regional economies to produce more commercial innovation and higher wage employment. BOOSTING PRODUCTIVITY: A National Innovation Foundation
A policy brief offered by the Brookings Institution says that in order for the nation to respond to innovation challenges in the global economy, federal government should establish a National Innovation Foundation (NIF)—a new, nimble, lean, and collaborative entity devoted to supporting firms and other organizations in their innovative activities. By enhancing America’s world-class entrepreneurial and market environment, NIF would boost the nation’s innovation leadership for the 21st century and raise productivity and incomes. Moreover, by supporting workforce development and performance improvement in firms, NIF would help create better jobs for high school graduates in manufacturing and “low tech” services as well as those with advanced degrees in high technology industries.
STEMapalooza: An Exploration of Science Technology Engineering and Math
Industry is partnering with K-12, higher education, workforce and others to help meet the need for students who are proficient in science, technology, engineering, and mathematics (STEM). STEMapalooza is an event designed to help stakeholders create an atmosphere of shared responsibility. Activities will include a showcase for STEM providers, discussion panels, luncheon speaker, research poster sessions, and a pre-expo reception for exhibitors. The audience includes business and industry, formal educators at all levels, parents, government agencies, informal educators, chambers of commerce, and non-profit coalitions. POLAR-PALOOZA is Coming to Denver
Polar-Palooza is a national tour featuring public presentations entitled "Stories From a Changing Planet." These tales of adventure and science are told by a charismatic "cast" of characters, using HD video and authentic props -- such as a piece of ice core 2,000 years old, or a caribou parka -- to bring polar research to life. Each stop on the tour will include special programs for schools, workshops for K-12 educators and museum volunteers, briefings for local news media and business leaders, and camp-ins for Girl Scouts and Boys and Girls Clubs.
